Charging for heat through a Service Charge

Where customers pay for heat through a rent / service charge it does not absolve the owner, landlord or property manager of being a heat supplier. If you are defined as a heat supplier you must have registered your heat network with the regulator by December 31st 2015. Heat suppliers must, subject to an economic test, install meters for each customer and do so by the end of 2016. While the “assessment tool” methodology developed by DECC is still under review there has been no relaxation in the date. Every owner, landlord or property manager should prepare for installing a meter in any occupied dwelling consisting of a private bedroom, bathroom, kitchen and living space where heat is supplied from a communal boiler, however that boiler is fueled. Separating charges for heat from any service charge is the safest way to comply with the legislation.
